US COAST GUARD: ONGOING PARTIAL SHUTDOWN

Our Correspondents in the US have reminded us that the problems with the US partial financial shutdown are continuing.  In terms of the US Coast Guard, this is being called the ‘lapse in appropriations’ and impacts on the following areas:

  • Certificates of Financial Responsibility (COFR): these will not be processed during this period.  The Captains of the Port will continue to verify that ships maintain a COFR as usually applicable via the National Pollution Funds Center (NPFC) website.  If the Captain of the Port determines that a ship does not have a COFR then the Captain may contact the NPFC Command Duty Officer to assist with compliance determinations.
  • Certificates of Documentation (COD): processing applications and renewals are not taking place (unless to meet national defence requirements) but it is advised that ship owners and operators should continue to submit renewal applications as usual prior to the expiration of the COD.  For ships on international voyages, if the COD expires on or before 31 January then they can apply for dispensation from the Coast Guard and these requests should be sent to FlagStateControl@uscg.mil
