INCREASED RISK OF CUSTOMS FINES IN SENEGAL

Budd P&I Correspondents have issued a bulletin highlighting the recent development of Senegalese Customs appointing their own surveyors to check quantities of cargo discharged at Dakar and imposing fines against the ship for any difference between the quantity recorded by their surveyors and the quantity shown on the cargo manifest. The risk of such fines being imposed is apparently regardless of whether the difference reflects a shortage or excess and also ignores any ship’s draft survey figures.
