USCG: CYBER RISK MANAGEMENT COMPLIANCE INCLUDED IN PSC INSPECTIONS

The IMO’s resolution MSC.428(98) encourages administrations to ensure that cyber risks are appropriately addressed in existing safety management systems (as defined in the ISM Code) no later than the first annual verification of the company’s Document of Compliance after 1 January 2021.

From 1 January 2021 the United States Coast Guard will include an assessment of cyber risk management in their PSC inspections of all US and foreign flagged ships that call into a US port after that date.

The recently issued Vessel Cyber Risk Management Work Instruction, CVC-WI-027(1), provides further detail for their Marine Inspectors and Port State Control Officers (PSCO) on evaluating cyber risk compliance. Actions that can be taken by the PSCO if objective evidence is found that a ship has failed to implement its SMS appropriately are also detailed in the Work Instruction.
